Packaging & Test Manufacturing General Manager
STMicroelectronics

Jeffrey See - BiographyJeffrey See was born in Singapore in 1945. He graduated from the Singapore Polytechnic in 1965 and went on to become a Chartered Electronic Engineer at the Institution of Electrical Engineers (IEE) in the UK.

In 1969, See joined SGS Microelettronica, a forerunner company of ST, as a Quality Supervisor at its first Assembly and Test facility in Toa Payoh, Singapore. He rose through the ranks and was promoted to Deputy Back-End Plant Manager in 1980.

In 1983, See was appointed to manage the start-up of the region’s first wafer fabrication plant (125mm) in Ang Mo Kio, Singapore, and he became General Manager of the front-end operations in 1992. In 2001, See was appointed Vice President and Assistant General Manager of Central Front-End Manufacturing and General Manager of the Asia Pacific Manufacturing Operations, responsible for wafer fabrication and electrical wafer sort in the region.

Under See’s direction, the Ang Mo Kio plant has grown to become the single largest volume-manufacturing facility within ST, generating approximately 45% of the Company’s worldwide production. His profound knowledge of volume manufacturing processes, coupled with strong background in quality management, helped See develop ST’s front-end manufacturing complex in Ang Mo Kio into a benchmark site for achievements in quality, cost, and cycle time.

As one of the pioneers of Singapore’s semiconductor industry, See has played an important role in building a base of core competence and a cluster of supporting industries in this high value-added manufacturing sector, which today is one of the largest contributors to the region’s electronics industry.

In April 2006, Jeffrey See was appointed Corporate Vice President, Packaging & Test Manufacturing (PTM) General Manager. Based in Singapore, he oversees global operations of 14,000 people in six plants spanning Malaysia, China, Malta, Morocco and Singapore. See is also responsible for the Packaging unit’s R&D located in Agrate, Italy, and Grenoble, France.

See is a member of ST’s Executive Committee, comprised of ten senior corporate executives in addition to the COO and the CEO.
