Abstract
This paper describes a new algorithm able to transcode an MPEG-2 Main Profile bitstream into an H.264 Main Profile one. The visual quality at a given input and output bitrate is equal or better than that achieved by fully decoding and then fully re-encoding the stream. The algorithm complexity is instead at least one order of magnitude less, due to the fact that we can avoid expensive operations like Motion Estimation. |
