STMicroelectronics and Moroccan Government Sign Agreement for Construction of a New Site for the Rabat Design Center

Geneva, July 9th 2003 - The Moroccan Government and STMicroelectronics have signed today, a memorandum of understanding for the construction of a new site for ST's IC design and software development center in Rabat. The investment is forecasted to be 100 million dirhams over the next five years. Opened in September 2001, the Rabat design center was inaugurated on February 5th 2003 by the Prime Minister of Morocco, Mr. Driss Jettou and Pasquale Pistorio, President and CEO of STMicroelectronics.

Due to the success of the center, which became operational very quickly, the hiring of Moroccan engineers, either locally trained or returning from abroad, has been accelerated, making the current premises too small. The center's activity mainly focuses on the development of highly complex integrated circuits (System-on-Chips) for growing digital consumer applications such as the Digital TV, DVD players, digital still and video cameras and flat screen displays. Its activity also includes application software development for the set top box and mobile communication. In addition, analog IC and embedded memory design should start soon.

The new site, which will be located on a 2.7-acre piece of land at Madinat Al Irfane (Rabat), will allow the creation of several hundreds jobs for engineers, technicians and administrative staff. Some training courses will also be proposed to Moroccan engineering schools and university students, within the framework of a reinforced partnership between ST and the research and educational institutions of the kingdom. This is in line with the willingness of the Moroccan government to promote student employment, training and scientific research for the further development of leading edge industries.

This new site is an addition to the STMicroelectronics' worldwide network of research and development. It enlarges the scope of ST's existing activities in Morocco, where the company has three semiconductor assembly and test plants near Casablanca. ST has also established partnerships with several Moroccan schools and universities, such as the Mohamedia School of Engineers (EMI) in Rabat. For example, as part of this cooperation, the company offers research projects to the students and provides work experience and career opportunities to young graduates.

" The Rabat design center illustrates Morocco's advantages for research and development activities " said Philippe Geyres, Corporate Vice-President and General Manager of STMicroelectronics' Consumer and Microcontroller Groups. " We are proud to contribute to the expansion of the electronic industry in this country, building a laboratory where digital TV integrated circuits and software are designed. The motivation and competence of young Moroccan engineers will contribute greatly to the development of ICs for Digital Convergence. "

The memorandum of understanding was signed, in the name of the Kingdom of Morocco government, by Mr. El Mostafa Sahel, ministre de l'Intérieur ; Fathallah Oualalou, ministre des Finances et de la Privatisation ; Rachid Talbi El Alami, ministre de l'Industrie, du Commerce et des Télécommunications ; Omar Fassi Fihri, ministre délégué auprès du ministre de l'Enseignement Supérieur et de la Recherche Scientifique, chargé de la Recherche scientifique et Abderazzak El Mossadeq, ministre délégué auprès du Premier ministre, chargé des Affaires Economiques, des Affaires Générales et de la Mise à Niveau de l'Economie. The signatories for STMicroelectronics were, Mr. Philippe Geyres, Corporate Vice-President and General Manager of the Consumer and Microcontroller Groups, Mr. Mohamed Lasry, General Manager of STMicroelectronics Morocco, and Olivier Lamoureux, financial Manager.
