STMicroelectronics Inaugurates its Third Design and Development Facility in India

New Delhi, February 19, 2004 - STMicroelectronics (NYSE:STM),
one of the world's largest semiconductor manufacturers, today inaugurated its third state-of-the-art design and development facility in India in Noida, near New Delhi. The new facility was inaugurated by Mr. Amar Singh, Member of Parliament.

The new wing at Noida has a built-up area of 71,200 sq ft., and will be able to house 550 additional skilled design/embedded software engineers. As a natural extension of its activities in Noida, ST is also setting up a design center capable of housing 100 designers at Bangalore, India's information technology hub, to build its presence in the city. In addition, the Company has purchased 25 acres (100,000 sq m.) of land in Greater Noida as part of its plans for future expansion in India.

STMicroelectronics, which employs over 1400 people in India, is possibly the largest semiconductor research and design operations in the country. It has been designing integrated circuits and developing software solutions in India since 1992. The Noida center is the Company's single largest design facility outside Europe.

Speaking on the occasion, Mr. Pasquale Pistorio, President and CEO of STMicroelectronics, said, "Complementing the long-standing success of ST India, our latest design centers are a testimony of our faith in the capabilities and competence of the technical community of India. The team at ST India has truly lived up to the vision that we had about the country more than a decade back and has contributed significantly to the growth of ST globally. ST India's talents in design and developments at the forefront of microelectronics helped us, in no small measure, to shape our world-leading portfolio of products and technologies."

The multifunctional nature of the Noida site reflects the range of activities carried out by ST in India. ST India specializes in developing high value Intellectual Property (IP), System-on-Chip (SoC) embedded software for end applications and IT infrastructure. In fact, India has recently become one of ST's major centers for developing key applications such as set-top box (STB), DVD, wireless-telecom, multimedia, imaging and automotive. ST India has filed more than 100 patents, of which more than 40 were filed in 2003 alone.

The Noida design center has played a fundamental role in maintaining ST's position at the forefront of semiconductor technology and its major achievements include a substantial contribution to the development of the industry's first design platform for the latest 90 nanometer deep sub-micron CMOS technology. This work is currently being extended to the forthcoming 65nm generation.

In addition, the Services and Marketing team in Noida is actively engaged in supporting emerging applications. The team has designed a low cost, ready-to-manufacture design for an Indian set-top box manufacturer, which is the first of its kind for the Indian market.

Within India, ST has signed a formal Memorandum of Understanding with the Ministry of Education, Government of Uttar-Pradesh, for teaching schoolteachers in and around the state.
