Patrice Chastagner, Chairman of STMicroelectronics France, Receives the French National “Légion d’honneur” |

| Grenoble, December 19, 2007 – Patrice Chastagner, Chairman of STMicroelectronics SA (the French subsidiary of the Group) and Corporate Vice President Human Resources, was awarded yesterday the “Chevalier de la Légion d’Honneur”, France’s highest civil merit award. This honor rewards his efforts over more than twenty years in ensuring the recognition of the semiconductor industry within the overall French economy. The medal was awarded by Alain Dutheil, Chief Operating Officer and Vice Chairman of the Corporate Executive Committee of STMicroelectronics NV, acting on behalf of the French Minister of the Economy, Finance and Employment. During the award ceremony, Patrice Chastagner said: “This distinction is indeed a great honor for me and for the 50,000 employees of STMicroelectronics. It reflects our Company’s essential role in France, and particularly here, in the Grenoble area, where we have become the largest private employer. All our sites in France are strategically important within our Group, and as part of the microelectronics industry both in France and Europe. I am also extremely proud of the close relationships we have established with research labs, our partnerships with leading universities, and our commitment to the competitiveness clusters that will generate the innovative solutions allowing us to shape our future legacy. We owe this dynamic to the Company culture built over many years, based upon the responsibilities and the respect of people.” After graduating from HEC, a prestigious business school in Paris (Ecole des Hautes Etudes Commerciales), Patrice Chastagner started his career in the financial sector, where he took on positions with increasing responsibility within major international groups. In 1985, he joined Thomson’s semiconductor subsidiary EFCIS in Grenoble. He contributed to the reorganization of the site, and then the merger in 1987 of Thomson Semiconducteurs and SGS Microelettronica, which later took the name of STMicroelectronics. In 1988, Patrice Chastagner was named Grenoble Site Director, playing an important role in transforming this site into one of the leading centers in Europe for the development of complex circuits and advanced solutions. He also participated in the creation of a new company site in Crolles, which became one of the most advanced R&D centers in Europe. From 1997 to 2003, Patrice Chastagner added a new area of expertise, as director of human resources in the Telecommunications, Peripherals and Automotive product group. As a Total Quality Management (TQM) champion, he applied the principles of continuous improvement to human resources and production processes. He was subsequently named Chairman of STMicroelectronics S.A., the Group’s French subsidiary. In January 2005, he was promoted to the position of Corporate Vice President Human Resources, responsible for ST’s most valuable asset: its 50,000 employees of more than 86 nationalities, located in 36 countries. Patrice Chastagner also chairs the Association of Metallurgical and Electrical Industries (UDIMEC), an influential group of employers in the Rhône-Alpes region. The Légion d’Honneur was created by Napoléon Bonaparte 200 years ago to reward brave military service. It has since been extended to recognize civilians for outstanding contributions to France.
